- October 2000 - The City of Grand Rapids, MI selects CTO as their consultant to develop a
Strategic Plan for the city's Police and Fire Services Communications.
- September 2000 - Sandra Mammano of CTO's Public Safety Group was elected Secretary
of

- May 2000 - CTO is pleased to announce that Mr. Lipin Tan has joined the firm as Staff
Engineer. Mr. Tan has a BSEE from the South China University of Technology and a double
masters degree in International Energy Management and Policy and Petroleum Engineering
from the University of Pennsylvania and French Institute of Petroleum in Paris, France.
Lipin has previously worked for the University of Pennsylvania, the World Bank, and
TSA Sites, Inc. Mr. Tan is fluent in English, French, Cantonese and Mandarin. Mr. Tan has
experience in emergency management, environmental protection, computer technology,
and radio & microwave design. Mr. Tan has extensive knowledge of FCC/FAA rules,

- April 2000 - Sandra Mammano of CTO's Public Safety Group appointed to NENA’s Public
Safety Communications Committee, SOP Track (subcommittee).
- April 2000 - Onondaga County, NY selects CTO to determine the needs, design and
implement a new Enhanced, Trunked Public Safety Radio System for their County-Wide
Dispatch Center which serves the City of Syracuse, the County Sheriff’s Department, and
some 20 other law enforcement agencies and 70+ Fire/EMS agencies within the County.
- March 2000 - Waukesha County, WI continues its relationship with CTO by awarding a
follow on contract to CTO for Phase II of the County’s project to consolidate the ten
(10) PSAPs CTO within the County. previously completed Phase I of their Shared
Dispatch Consulting Project in September 1998.
