CTO’s public safety communications experience dates back to 1951 and involves a wide variety of
projects ranging from very large to small jurisdictions. These projects have involved technical
services
, such as radio, telephone, data, and 9-1-1/E9-1-1 systems, as well as communications
center operations and management services
, such as planning, consolidations, personnel and
management issues. CTO’s staff members have participated in hundreds of projects for state and
local public safety and other agencies at various levels of government. CTO Public Safety Group
members also have extensive experience with public safety operations and management with over
200 years combined Police Fire, And EMS operational experience at all levels from the field to upper
level management.

We believe that the analysis done by only a single
person assigned to a project is an opinion rather than
consulting
.
CTO utilizes a team approach to public
safety projects. Not only are highly trained and qualified
engineers assigned, but CTO also assigns analysts with
hands on experience in public safety operations issues
and communications centers. This combined approach
ensures that our work product meets the client’s
operational needs as well as the technical system(s)
requirements. To help ensure the highest work products
CTO maintains an active
Quality Assurance Program.

Our staff are members of APCO and NENA and have
served on various APCO committees and as officers of
the Local Chapters of NENA. Several members of CTO’s
staff also served on the Federal Communications
Commissions’ Public Safety Wireless Advisory Committee
(PSWAC) and helped draft the final report. We
also served on the FCC’s National Coordinating
Committee (NCC) to develop procedures for the release
of the 700MHz channels to be assigned to the Public
Safety agencies. Other staff members also belong to
the Fraternal Order of Police, FBI National Academy
Association, Police Chief’s Association, the World Safety
Organization, the International Association of Fire Chiefs,
the National Fire Protection Association, the International
Society of Fire Service Instructors, the NFPA Fire
Services Section, the Fire Department Safety Officers'
Association, the International Municipal Signal Association.
In addition, some of CTO’s staff members are certified as
Public Safety Trainers and Train-The-Trainer Instructors. Many of our engineers are members of the
